Glow Stick Effect Plug-in
This plug-in requires Split-tone Plug-in to run.
It'll convert your image into a Glow Stick Effect. I got this idea after seeing the Photoshop's actions for "Glow in the Dark".
This is different because it gives a greenish hue. Of course you can change the hue and contrast/brightness after it runs to your taste. Plug-in Menu Location:

Python-Fu/Glow Stick Effect
Instructions:
- Have your image opened that you'd like to apply "Glow-stick effect" to.
- Run Plug-in (
Python-Fu/Glow Stick Effect
). - After Plug-in finishes, the default should be okay but you can play with Brightness/Constrast to taste. Furthermore, if you don't like the greenish hue (that's supposed to look like glow stick effect), you can change Hue, Saturation to taste as well.

Had time for another! Not finding too many things for Gimp working on my old 32 bit laptop.
I am having a difficult finding out why this image has a purplish glow to it since I uploaded it. On my computer screen it was a dark burnt red glow with bright yellow highlights. (Maybe it is the "Wallace" Phenomenon!)

Pat, check if the colors are inverted. I downloaded the image and inverted and it was all green.
